I think the "bifurcation" is not an issue - both models work. Our client needs (or exploits) more - in fact virtually all the info in the Capabilities document, hence why bother getting the FULL results? Its important to recognise that both models work. Unless the catalog undertakes to deliver the full capabilities of the service, regardless of its underlying schema, there is no way around supporting both models.
